Impact Evaluation-“ A systematic assessment of effects on individual households, institutions, and the environment caused by a given program or policy.”
Horizons has a long history of commitment to evaluation, which has provided ongoing quality control, and informed continual program improvements. Beginning in 1981, long before formal program evaluation became the norm for non-profit service providers, Horizons began to work with Dr. Ed Zigler at Yale University. Since then, Horizons National has consistently made assessment one of its central functions, and has worked with Dr. Joseph Mahoney and Dr. Beth Daponte, both also from Yale, as well as maintaining its relationship with Dr. Zigler and the Center for Child Development that currently bears his name. The resulting reports on the effectiveness of the Horizons model and its impact on the low-income population it serves have been overwhelmingly positive.

Some Horizons programs facts:
- 93% of Horizons students attend our affiliate summer programs every day.
- 4 months of reading skills are gained on average during the six-week summer program by students who are behind their grade level.
- 80% return year after year, attending Horizons for an average of 5 years.
- 193 public schools partner with Horizons National and value the enrichment their students receive.
- 27,200 hours of academics are provided each summer by 286 paid professional teachers and assistants.
- 100% of Horizons students learn to swim – and gain enormously in self-confidence.
- 100% of students who completed the ongoing Horizons high-school mentoring program in 2007 enrolled in college.
